What is a vendor RFP?

A structured request for competing bids on the same defined scope of work, so proposals can be compared honestly.

Bids are only comparable when the scope is identical. An RFP fixes the specification, the service frequency, the materials, the insurance and licensing requirements, the term and the format for pricing, then asks every bidder to respond to the same document.

Many governing documents require competitive bids above a spending threshold, and several state statutes impose their own. Even where nothing requires it, a documented process is direct evidence of the informed decision the duty of care asks for.

Conflicts are disclosed and recused before the evaluation, not after the award. A director related to a bidder should have no part in scoring.

Why it matters to a board

Keep the RFP, the bids and the scoring in the file with the contract. It is the record of how the decision was made.
